The first three months of 2009 were the worst for the UK economy in three decades. Companies are tightening their belts and many see spending on environmental and broader sustainability improvements as discretionary. In research by the Environment Agency, 55% of those polled said that short term cash demands outweighed the need to experiment with new environmental initiatives. This is a false economy and those who reduce environmental investment, postpone projects and do not manage their environmental risk may be, at best, poorly positioned to take advantage of the recovery when it does happen and, at worst, in breach of environmental regulation.
UK and European law-makers have continued to press for improved performance by business. Significant milestones include the closure of REACH pre-registration in December 2008, the application of the Environmental Damage Regulations from March 2009 and the Introductory Phase of the Carbon Reduction Commitment commencing in April 2010.
